## Production boot ownership

`router-egress-boot-handoff` is the only rc-enabled owner for VM101 boot sequencing. It reconstructs the runtime generation anchor from durable state and current UCI network, starts vpn1..vpn5, waits for link readiness, applies tables 201..205 and rules, replays topology, then starts recovery controllers in deterministic order.

The full-refresh retry service owns both initial `FULL_POOL_REFRESH_PENDING` dispatch and due `DEGRADED_POOL` retry. Provider-direct over eth0 is installed but disabled-until-proven.

R03 installed and committed this source. R05 was a read-only publication continuation. R20Q-U-B1 contains isolated semantic proof only. Production reboot autonomy is not claimed until R20Q-U-C.
