Before CORE_CHANGE_COMPLETE=true, rollback restores the six replaced files and any pre-existing bytecode cache from the runtime backup, then removes the six new files.
After the core boundary, publication failures preserve the successfully installed 78-file non-bytecode workflow for read-only continuation.
No production routing state was changed.
