The VM100 allocator now consumes durable allowed/exhausted selector state, reconciles external exhausted rows before normal idle balancing, fails closed on invalid topology state, and returns restored selectors only through one-at-a-time idle/cooldown balancing. The live selector file was unchanged. The nft selector table was verified and conditionally normalized to the five authoritative selector rows.
