# Local M07 plan publication contract

The canonical VM101 local plan always contains both:

- `canonical-m07-plan.md` — current implementation status and immediate sequence;
- `canonical-plan.md` — the complete autonomous recovery state-machine architecture.

A local-plan publication is formally invalid if either file is missing.

The complete plan must be copied forward byte-for-byte unless a separately approved
planning STEP explicitly changes the architecture. Updating implementation status
must never remove the full state-machine contract.
