# Local M07 plan publication contract

This canonical local-plan release consists of two mandatory files:

1. `canonical-m07-plan.md` — current implementation status and immediate sequence.
2. `canonical-plan.md` — complete VM101 autonomous recovery state-machine contract.

A future publication of the canonical VM101 local M07 plan is formally invalid unless
both files are present in the same current `latest/` folder.

Retention rules:

- `canonical-plan.md` must be copied forward byte-for-byte unless a separately approved
  planning STEP explicitly revises the architecture.
- Updating only the short implementation-status file must not remove or replace the
  complete state-machine contract.
- Previous canonical plan folders are retained in `old/`.
- The complete plan must also be included in every STEP report that changes the
  canonical local plan.
- The large plan is architecture, not executable runtime configuration.
